ADMINISTRATIVE STRUCTURE
The University Central Hospital of Kigali is one of two university central hospitals which lays out the Rwandan Republic.
It was created by the law n° 41/2000 of the 7/12/2000.
The administrative seat is established in the town of Butare, in province of Butare
The University Central Hospital of Kigali is under the supervision:
- Ministry having the higher education in its attributions;
- Ministry having health in its attributions;
- National University of Rwanda.
These institutions have respectively the following missions:
- To ensure the implementation of the policy of the higher education and scientific research;
- To deal with all that is in connection with care of population;
- To deal with all that is in connection with teaching and research.
The bodies of the University Central Hospital of Kigali are:
- The Board of directors;
- Boards of Management of the hospitals of the CHU.
Attributions of the Board of directors of the "CHU" are:
- To lay down the general policy of the CHU.
- To work out and adopt the particular statute of the "CHU";
- To ensure the coordination of the hospitals of the "CHU" in order to optimize the resources available

- To control the use of the budget placed at the disposal of each hospital of the CHU;
- To mobilize resources human, financial and material necessary to the correct operation of the "CHU"
- To propose with the government the appointment of the Directors and deputy managers of the hospitals of the "CHU"
- To make sure of the effective implementation and the respect of this law;
- To propose with the government any amendment with present.
The board of directors is made up:
- Of the Vice-chancellor of the National University of Rwanda, President;
- Of the Secretary-general to the Ministry having Health in its attributions, Vice-president;
- Of the Secretary-general to the Ministry having teaching in its attributions, Secretary;
- Of the Senior of the Faculty of Medicine of the National University of Rwanda;
- Of the Director of each Hospital of the CHU;
- Of an Academic Staff representative of the CHU.
The Board of directors is equipped with an executive committee made up as follows:
- The Secretary-general with the Ministry having Health in its attributions, President;
- The Secretary-general with the Ministry having the Higher education in its attributions, Vice-president;
- The Senior of the Faculty of Medicine, Secretary.
- The Director of each Hospital of the "CHU".
The Board of Management is charged with:
- To establish the Payment of an Interior Nature of the hospital and to subject it to the opinion of the Board of directors;
- To coordinate the activities of management of the hospital;
- To deliver opinion on the rational use of the receipts of the hospital;
- To annually establish, the requirement action plan in human resources, material and the budget estimates;
- To audit the monthly accounts of exploitation and treasury of the hospital;
- To propose with the Board of directors tariffs of the medical acts;
- To examine the annual report of the activities and to subject it to the Board of directors;
- To propose to the Chairman of the board the candidatures, the changes, and the sanctions for the personnel under statute
and contract, by respecting the laws and payments and strength; To engage and lay off the personnel of the hospital under contract;
- To propose the wage structure of the personnel engaged by the hospital, as well as the amount and the methods
of attribution of the premiums and allowances;
- To regulate the conflicts by taking account of the payment of an interior nature of the hospital;
- To approve the financial statement presented by the Management of the hospital.
The Board of Management is composed of:
- The Director of the hospital, President
- The Deputy manager,
- The Administrator, Vice-president;
- All Heads of Services of the hospital;
- A Non-Academic Medical Staff representative;
- An Administrative Staff representative;
- The Head of Nursing, Secretary;
- A Technical Support and Staff representative;
- A Representative of the population of the place where the hospital of the "CHU is established".
